Like all state governments, the Northern Territory addresses a wide range of health issues, but it also has particular challenges. For example, a large proportion of the Territory's population are Aboriginal people, either living in remote communities or dealing with the rapid social changes brought on by moving to urban areas. Improving Aboriginal health poses the greatest single challenge to the Northern Territory health care system. Health workers face the need to promote healthy practices to people in whose culture the conceptualisation of 'health' differs from that of mainstream health authorities, and whose main language is not necessarily English.\n\nAlso like other states, Northern Territory Health has needed to address the harmful effects of substance use, but alcohol, tobacco, petrol, kava, cannabis and diverted prescription drugs are of particular local concern.\n\nThe posters in this collection have supported and reinforced a number of Northern Territory Health's campaigns, including its 'Alcohol and Other Drugs Program'. They are evidence of creative collaborations between health professionals, artists and graphic designers. Many of them would have been developed in consultation with the target communities.\n\nPosters are a very visible manifestation of campaigns involving many strategies. Depending on the issues being addressed, these strategies can include collaborating with other agencies (such as Police, Fire and Emergency Services, Correctional Services and the Department of Education), counselling, outpatient and residential treatments, detoxification services, sobering up shelters, workshops and information sessions (for parents, employers, owners of licensed premises, and schools, for example), grants to school, sporting and cultural groups, and professional training.\n\nPosters in this collection employ words and non-verbal symbolism, hero worship and cultural pride, threats and humour. The IG (Interessengemeinschaft, \u201csyndicate\u201d or, literally, \u201ccommunity of interests\u201d), partly patterned after earlier U.S. trusts, grew out of a complex merger of German manufacturers of chemicals, pharmaceuticals, and dyestuffs (Farben). The major members were the companies known today as BASF Aktiengesellschaft, Bayer AG, Hoechst Aktiengesellschaft, Agfa-Gevaert Group (Agfa merged with Gevaert, a Belgian company, in 1964), and Cassella AG (from 1970 a subsidiary of Hoechst).\nThe movement toward association had begun in 1904, with the merger of Hoechst and Cassella\u2014a merger that immediately prompted a rival merger by BASF and Bayer, later joined by Agfa. (This latter group was called the Dreibund, or \u201cTriple Confederation.\u201d) In 1916, at the height of World War I, the rival groups joined forces and, with the addition of other firms, formed the Interessengemeinschaft der Deutschen Teerfarbenfabriken (\u201cSyndicate of German Coal-Tar Dye Manufacturers\u201d). This \u201clittle IG\u201d was no more than a loose association: member companies remained independent, while dividing production and markets and sharing information. In 1925, after protracted legal and fiscal negotiations, the \u201cbig IG\u201d was formed: assets of all constituent companies were merged, with all stock being exchanged for BASF shares; BASF, the holding company, changed its name to IG Farbenindustrie AG; headquarters were set up in Frankfurt; and central management was drawn from the executives of all constituent companies. (Cassella at first held out and was not absorbed by IG Farben until 1937.)\nPolicy-making was fused, but operations were decentralized. Regionally, production was split into five industrial zones\u2014Upper Rhine, Middle Rhine, Lower Rhine, Middle Germany, and Berlin. In terms of vertical organization, the company\u2019s production was split among three \u201ctechnical\u201d commissions, each governing a different range of products. Marketing was split among four sales commissions. In the course of the late 1920s and \u201930s, IG Farben also became international, with trust arrangements and interests in major European countries, the United States, and elsewhere.\nDuring World War II, IG Farben established a synthetic oil and rubber plant at Auschwitz in order to take advantage of slave labour; the company also conducted drug experiments on live inmates. After the war several company officials were convicted of war crimes (nine being found guilty of plunder and spoliation of property in occupied territory and four being found guilty of imposing slave labour and inhumane treatment on civilians and prisoners of war).\nIn 1945 IG Farben came under Allied authority; its industries (along with those of other German firms) were to be dismantled or dismembered with the stated intent \u201cto render impossible any future threat to Germany\u2019s neighbours or to world peace.\u201d In the western zones of Germany, however, especially as the Cold War advanced, this disposition toward liquidation lessened.
